Responsibilities /Responsabilités

MANAGE IMPORTS TO US AND CANADA FOR CONNECT BUSINESS

  • Manage US and Canadian brokers to include.
    • Periodic RFP process in conjunction with Sourcing.
    • Contract negotiation in conjunction with Sourcing/Legal.
    • Develop and maintain Standard Operating Procedures.
    • Reviews to ensure brokers are meeting Technicolor standards.
    • Issue and revoke POAs as needed.
  • Classification of new imported products, including verification of Other Government Agency requirements (FCC, NRCAN, etc.).
    • Maintain classification database.
    • Provide updates to brokers for uploading in brokers’ systems.
  • Provide Prealert to brokers of pending shipments.
  • Manage exceptions in the import process. For example, answering brokers’ queries or requests for clarification of procedures, discrepancies in documents (including missing documents), issues with forwarders, compliance issues such as determination of anti-dumping duties, etc.
  • Monitor “hot” shipments to ensure timely clearance and delivery.
  • Prepare import invoices when SAP invoices do not meet Customs-related or timing requirements, to include
    • Canada Customs Invoices for shipments to Canada from the Lebec, El Paso and CTDI warehouses, as well as direct shipments from overseas vendors to the Canadian warehouse. 
    • Invoices for shipments from Canada to the US.
  • 100% audit of customs entries for accuracy and compliance issues.
  • Process payments to Canada Customs and US Customs for monthly payment of Canadian import GST and US duties/customs fees by verifying amounts due, processing payment requests and providing account coding for posting in Technicolor’s G/L.
  • Process payments to customs brokers for their service fees by verifying amounts due, assigning account coding and processing the payment request through A/P.
  • File US Customs-required Importer Security Filings for all ocean shipments to the US via a web-based program, including validating information received from shippers, tracking for timely filing and auditing 
  • Verify eligibility for preferential duty programs (e.g. NAFTA, GSP, etc.) and issue related certificates.
  • Ensure that Technicolor holds the required Custom bonds in an appropriate amount in conjunction with Technicolor’s Risk Manager 
  • File annual value reconciliation entries with Customs to account for royalties, tooling, R&D, OPC, transfer price adjustments, etc.
  • Educate foreign vendors in customs-related requirements for shipping to the US.
  • Respond to Customs-issued Request for Information and Notices of Action.
  • Manage Technicolor’s response to Customs audits or investigations in conjunction with internal or external legal.
  • File Post entry corrections or voluntary tenders with Customs as needed.

 CUSTOMS SUPPORT FOR LATIN AMERICA CONNECT BUSINESS

  • Manage Mexican Maquila operations that are currently outsourced.
    • Periodic RFP process in conjunction with Legal/Sourcing/Operations.
    • Contract negotiation in conjunction with Legal/Sourcing/Operations, etc.
    • Develop and maintain Standard Operating Procedures.
    • Reviews to ensure maquila provider is meeting Technicolor standards.
    • Process payments by verifying amounts due, assigning account coding and processing the payment request through A/P.
  • Advise business on Latin American duty rates, free trade agreements, marking requirements, country-specific import requirements, etc.
  • Provide a monthly breakout of all Customs-related charges for LATAM.

US EXPORTS FOR CONNECT BUSINESS

  • Determine classification, export classification (ECCN) and any licensing or other export restrictions for product exporting from the US or US product that is being reexported.
  • Monitor “hot” shipments to ensure timely clearance and delivery.
  • Screen new “ship to” parties to ensure the party is not listed on a “Denied Party” list.
  • Assist Indianapolis and Lawrenceville shipping departments with international shipments by:
    • Reviewing shipping invoices to confirm classification/license information and screen for potential compliance issues.
    • Assisting with the preparation of non-standard paperwork required for shipments to certain countries (primarily Argentina, Brazil and India).
    • Coordinating the pre-approval needed for shipments to certain countries (primarily Brazil and India).
    • Assisting with questions on INCO terms, forwarder selection, issues with the couriers, issues with customs clearance/delivery, etc.
  • Prepare Export invoices for shipments from the Lebec and El Paso warehouses to destinations other than Canada.
  • Prepare Shippers Letter of Instructions for forwarders. These forms include the necessary information (including classification/ECCN/licensing) needed for the US export filing that is required for all shipments valued more than $2,500.
  • Issue Export POAs as needed.

C-TPAT (CUSTOMS-TRADE PARTNERSHIP AGAINST TERRORISM) PROGRAM MANAGEMENT

  • Work with various business groups (i.e. Operations, Sourcing, IT, HR, Facilities, etc.) to ensure that Connected Home is meeting C-TPAT minimum security criteria to remain in the program.
  • Primary liaison between Connected Home and Customs for the C-TPAT program.
  • Manage Connected Home’s response to periodic Validations (audits) which are currently held every 4 years 
  • Maintain up-to-date company and security profiles in our on-line C-TPAT account Portal, including the required annual update and certification due October 31st.
  • Develop and send security surveys to business partners (e.g. foreign vendors).
  • Track C-TPAT eligibility of business partners.
  • Perform an annual risk assessment as required by the program.

 OTHER

  • Recordkeeping to meet company and government requirements.
  • Maintain procedures manuals.
  • Keep up to date on latest Customs laws and issues.
  • Educate the business on import/export requirements and compliance issues.
  • Participate in new product planning to address customs issues.
  • Advise business on any potential for Customs savings or costs related to sourcing or manufacturing decisions.
  • Assist Legal or tax departments with any issues related to import/export activity.
  • Provide import/export related statistics or reports to other departments as requested.
  • Provide monthly import pricing information to the U.S. Department of Labor.
  • Manage any customs requirements related to corporate entity changes (e.g. name changes, purchases, sales, mergers, etc.).

Qualifications / Qualifications

  • Experience in a high-volume role including customs compliance for US, Canada and Mexico.
  • Licensed Customs Broker (LCB) is a requirement.
  • Experience with contract negotiations.
  • Able to manage exceptions related to the import process.
  • Extensive experience with SAP, warehouse invoicing and payments.
  • Able to work in a fast-paced environment and solve shipping issues timely.
  • Experience with U.S. Custom Importer Security Filings for ocean shipments.
